Edward J. Gaughan
Expertise: Criminal investigation, death investigation, cold case investigation, surveillance, interviewing and interrogation, polygraph, law enforcement training.
Background: Mr. Gaughan retired following twenty two years of service to the Philadelphia Police Department. During that time he served in the elite Highway Patrol, Stakeout Unit (corporal) and as a detective in the Intelligence Unit and Major Crimes Unit. In addition to serving as Commissioner for The Vidocq Society, he has also served for the last twenty five years as the training coordinator for the Vidocq Society.

Thomas C. McAndrew
Expertise: Cold case homicide investigation
Background: Mr. McAndrew serves as Chief of Investigations for Innovative Forensic Investigations (IFI). IFI works with law enforcement agencies in an effort to resolve cases through the use of  Investigative Genetic Genealogy.  He was formerly a Homicide Detective with the Lehigh County District Attorney’s Office located in Allentown, Pennsylvania, and also served with the Pennsylvania State Police for 26 years.  During his career with the Pennsylvania State Police, he was a member of the Criminal Investigation Assessment (CIA) Unit, a unit that specializes in behavioral analysis of violent crimes and is designed to supervise and investigate homicides and missing person investigations.  He has served as President of Pennsylvania Homicide Investigators Association, is a member of a national “Cold case working group” by the National Institute of Justice, a member of the Middle Atlantic Cold Case Homicide Investigators Association, and is a member of the American Academy of Forensic Sciences.

Background: Ms. Cohan is a former Assistant District Attorney, former Assistant U.S. Attorney.

Walter B. Donaldson II, CFE, CFCI, CFSSP – Board Member
Expertise: Criminal Investigations, White Collar and Cyber Crimes, Missing Persons, Interviewing and Interrogations, Operational Security.
Background: Mr. Donaldson has been working internationally as an investigator and leader of criminal investigations and security operations for forty-five years. He served as Global Director of Special Investigations for multiple Fortune 50 institutions before retiring. He is a Veteran of the U.S. Coast Guard – Tactical Law Enforcement Teams (TACLET), part of the Coast Guard Deployable Specialized Forces (DSF). He is currently the Chief Executive Officer of Global Compliance Investigations LLC, and the Chief Operating Officer of the law firm, Freeh Sporkin & Sullivan LLP.

Todd Giliberto - Board Member
Expertise: Investigation of Homicides, Cold Cases, Sexual Offenses, Crimes Against Children and Missing Person Cases. 

Background: Mr. Giliberto is a retired Pennsylvania State Police Corporal - Criminal Investigation Assessment Unit.  Former Amber Alert Designee for the State of Pennsylvania.  Executive Board Member of the Pennsylvania Homicide Investigators Association.  Member of the Mid Atlantic Cold Case Homicide Investigators Association.  Currently, a Law Enforcement Liaison for Innovative Forensic Investigations. 

Nathan J. Gordon - Board Member
Expertise: Truth Verification, Forensic Interviewing/Interrogation and Forensic Statement Analysis.
Background: Mr. Gordon is the Director of the Academy for Scientific Investigative Training, where he developed the Forensic Assessment Interview and Integrated Interrogation Technique, the Integrated Zoze Comparison Polygraph Technique and the Horizontal Scoring System for polygraph data analysis. He has lectured and conducted seminars on these subjects to thousands of law enforcement, intelligence and private security officers throughout the United States, Africa, Europe, and Asia. He is a past President of the American Polygraph Association, the Pennsylvania Polygraph Association, and currently President of the International Society of Polygraph Examiners.

Joseph F. Itri – Board Member
Expertise: Investigation of Homicides and Cold Cases.
Background: Mr. Itri is actively serving with the New Jersey State Police. He has served for 18 years, Major Crimes Unit, Cold Case Unit, Assistant Unit Head of the Cold Case Unit which comprises a Cold Case Regional Task Force.

David Keatley, Ph.D. - Board Member
Expertise: cold case homicide investigation; no-body homicide investigation; timeline reconstruction; statement analysis  and investigative deception detection; Keatley’s Winthropping.
Background: Dr Keatley is co-chair of the Vidocq Society Post-Presentation Working Group (PPWG). He is also a member of Mid-Atlantic Cold Case Homicide Investigators Association and Pennsylvania Homicide Investigators Association and has assisted with police investigations around the world. Dr Keatley is a full-time Professor of Criminology and Chair of Crime Science at Murdoch University.

David MacNeil – Board Member
Expertise: Crime Scene Investigation, Interviews & Interrogations, Cold Case & Missing Persons
Background: Mr. MacNeil is currently the CEO of Mac Neil Investigations & Forensic Consulting; Currently an Instructor for US Dept of Justice LEIC National Forensic Academy; Retired after thirty-seven years with Watertown PD.

John T. Maxwell – Board Member
Expertise: Criminal Investigations, Civil Matters, Special Victims, Juvenile Aid.
Background: Mr. Maxwell served forty-two years on Philadelphia Police Department, retiring as Chief of Detective Bureau. He served as a supervisor or commander in every major operational bureau of PPD.

John G. Nemec – Board Member
Expertise: Investigations, Interviewing and Interrogations, Cold Case, Missing Persons. 
Background: Mr. Nemec has over thirty years of experience in investigations and training for both public and private entities. He currently provides training for the U.S. Department of State; provides investigation and security consulting and is Retired as a Special Agent of the FBI after serving 27 years.
